A friend of mine says that weather manipulation technology
(geoengineering) has been around since the VIetnam war
era, though it may be considerably more advanced now,
and that some companies hold patents in it, and that perhaps
soon it will become more widely known to the public through
the mainstream media, perhaps as an answer to the supposed
or real climate change crisis.

If humans could actually control weather, there would be neither floods
nor droughts.

Do you see any evidence of a lack of either floods or droughts?

it's easy to add on a bit where they're done deliberately as a way
to control dissident populations.

That part is easy. Patents are, by definition, public (they have
to be, otherwise it would be impossible for other people to know
what not to do).

Goolge patents is your friends.

At least, people try to do so. I've read in a book [1] that the
Chinese government tried to manipulate the weather during the
Olympics in 2008 (no rain during an event). On the other hand,
it seems that weather is still hard to control because otherwise,
severe weather conditions wouldn't arise (or limited in
someways).
